I think a lot of the confusion surrounding the Speed stat is due to wording. It probably would've been more accurate to name it Dexterity than Speed. For example, in DnD, iniative, which is your turn order, is determined using your Dex modifier, however, your movement speed is a completely separate stat from Dex. So, with this explanation, you can understand there being Pokemon that are said to be wicked fast, but have a low speed stat. And it makes sense, even if you're as fast as sound, if your reaction speed is ass, you're probably gonna go after your opponent, unless their reaction speed is also ass.

Agatha (who is a villain along with the rest of the elite 4) has multiple arboxs with a variety of patters resembling different facial experessions that were way different than arboks in game art in later games. Each also had different strengths and weaknesses. Maybe they intended on giving it multiple forms at some point.

To be completely fair with Dratini’s entry, it says Dratini was believed to be mythical, not its evolutions. It’s possible it was a Pichu situation, where people just knew about Dragonair and Dragonite, but not their baby form.
